How we intend to produce the Yateley Parish Plan

 

The basic methodology adopted for producing the Yateley Parish Plan is that being promoted by various official publications, mainly published by the Countryside Agency. It is the same methodology adopted by the Yateley Society in 1982 for producing its exhibition Yateley Whose Town is it Anyway? and the Society's evidence for the 1st Hart District Local Plan Inquiry.

 

The Yateley Parish Plan Steering Group will first consider all the various CONSTRAINTS affecting Yateley , individually for each of the eight Topics, and for land-use planning. From these constraints, from international biodiversity treaties, European Directives, national law and policy, the South East regional plans, and County Council policies, and from the community‘s aspirations and expectations, a list of KEY ISSUES will be developed for each of the 8 Topics as well as for land-use planning. At the moment it is intended that these issues be phrased in the form of questions. The next stage is to work out a series of OPTIONS which are possible solutions to the Key Issues questions for each of the 8 Topics and the land-use planning issues. A major PUBLIC PARTICIPATION exercise will then be undertaken to determine which 'Options' are preferred by the community. Once the general public has spoken the plan can be published.

 

At each stage in the production of the emerging plan, Constraints, Key issues and Options will be assessed under the headings required for sustainability appraisal ie Environment, Economic and Social].

 

Public Participation will be a key objective throughout the process. Producing the Parish Plan will involve managing a matrix of special topics and interests in one dimension and area groups, in the other, based on townscape character analysis.
