Yateley Parish Plan Steering Group

 

 

Scope of Plan

 

New Local Development Frameworks

 

The Local Plan process has now been replaced by the Local Development Framework.

The Local Development Framework (LDF) sets out, in the form of a portfolio, the local development documents which collectively delivers the overall planning strategy for the local planning authorities area.

The arrangements by which the deadline for adoption of the LDF will be met is set out in a Local Development Scheme (LDS).

The LDS for Hart has been approved by Hart District Council (HDC) subject to minor changes and will be submitted to the Secretary of State by March 28th 2005.

Timescales, resources and components mean the LDF will not be adopted until September 2007.

 

Local Development Framework and Parish Plans

 

A Parish Plan provides an holistic vision for a town or village and is owned by the local community

HDC is encouraging the production of Parish Plans that can be adopted by the Local Planning Authority (LPA) to supplement Hart's LDF.

Provision will be made for interim Parish Plans to be delivered between December 2005 and June 2007. Pending formal adoption in September 2007, interim Parish Plans will be informally adopted by the LPA as guidance for local development.

 

Yateley Parish Plan

 

The Parish Plan will cover the whole of Yateley including Frogmore and Darby Green. It should consider the environmental, social and economic issues for Yateley. It should include Access, Heritage and Services. Thinking should be broad eg Access should include transport — cars- cycling- walking-footpaths etc. Other areas considered may include types of building, preferred area of development etc

 

Other topics which could be considered are

1. Community Safety (Police in partnership with other stakeholders)

2. Environment

3. Health and Well-being

4. Housing

5. Transport

 

The Parish Plan will be prepared during 2005 and 2006

 

Yateley Village Design Framework

 

The Village Design Framework (VDF) will provide guidance for the long-term development of Yateley town centre. The VDF is a component part of the Yateley Parish Plan. However, the vision for the town centre will be prepared to a higher level of detail to respond to long standing planning, design and management concerns identified by the Town Centre Management Group. A VDF, suitable for informal ”adoption• by the LPA as guidance for local development, will be prepared during the next 6 months. The document will be compiled by Yateley Town Council, HDC and Hampshire County Council in close liaison with the Parish Plan Steering Group to ensure that the VDF and Parish Plan are consistent.

Consultation on the ”final• draft VDF will take place in Summer 2005.

 

Parish Plan Steering Group

 

The Parish Plan Steering Group is an active group representative of the local community. The steering group will work closely with Local Authorities to resolve areas of conflict by taking a balanced view or compromise. It should decide the issues and find out the arguments, which will not necessarily be the views of the majority

The Steering Group will lead consultation on, and promotion of, the draft Parish Plan.

Consultation will be as broad as possible using existing local groups to promote ideas but also giving all Yateley people the opportunity to express their views. Citizens should be encouraged to take part in deciding the shape of Yateley.

The Plan can be promoted in a number of ways including regular press releases, public meetings, Town Council publications and Civic occasions.
