SIGNS OF DECAY

12 indicators from Royal Institution of Chartered Surveyors

to help Town Halls identify where investment is needed

 

1. High levels of litter and graffiti

2. No bank of post offices within a 10 minute walk

3. Property vacancy rate of 4.5%

4. Average property prices below £30,000

5. Sharp increase in rented housing

6. Voter turnout below 15%

7. More than 200 recorded crimes a year per 1,000 individuals

8. 8% of housing in disrepair

9. At least half of property built before 1914

10. High levels of chronic illness

11. Poor academic attainment

12. Unemployment at least twice national average

 

"Decline doesn't begin across a neighbourhood instantaneously; it tends to start in pockets. Once an area falls past a certain point it is difficult to turn things round. The RICS report provides a practical toolkit for local authorities."

 

NOTES:

If more than 4.5% vacancy rate then on verge of decline

If property price below £30,000 then in serous decline
