Yateley Parish Plan Steering Group

 

The Steering Group was set up in January 2005, as a direct result of the Parish Plan Workshop held in September 2004.

 

At present the Steering Group has separated the two aspects of the draft Parish Plan, community aspirations and land-use planning, to be generated by two different task teams. These two aspects of the Parish Plan will be produced, respectively, by Topic Subgroups and by teams based of neighbourhood areas of Yateley.

 

The whole Steering Group meets once a month to review progress and co-ordinate activities.

 

However these two aspects of the Parish Plan interact. If for instance the community team decides that Yateley needs a new Olympic sized swimming pool, or a multi-screen cinema, then land-use planning considerations come into play. A suitable site must be found, the project must pass the sustainability test, and planning permission must be obtained.

 

In the meantime, whilst the community topic teams work on the community's aspirations, the spatial planning team can work on the specific constraints that sustainablity considerations and land availability already impart, and generate character assessments of what we already have. From these studies we can work out what is possible and what is not.

 

Never far from our thoughts should be the fact that, although the Parish Plan is a bottom-up process, we do have to take account of the fact that SEERA's regional plan will require the building of a considerable number of new houses in the northern part of Hart District in the next 20 years. The number for Hart was initially 3,200 but, in the Draft South East Plan now published, this has now been revised upwards to 4,000 new houses -- roughly equivalent to two Calthorpe Parks or ten Monteagle Parks.

 

So whatever our aspirations, they must compete for scarce development sites with SEERA's plans to build more housing around here. Of course if we just aspire to have hanging baskets on every lamp-post in every estate -- to be watered by the residents -- then SEERA is unlikely to object.

 

The SideBar of this website is therefore currently divided into the headings used by the two project teams. Later on they will undoubtedly be revised and melded into other more emcompassing headings, and will eventually form the contents page of the Parish Plan.

 

Community Priorities are further divided into headings in several topic areas. Those listed (14 Nov 2005) are those agreed by the Yateley Parish Plan Steering Group earlier this year, and more or less accord with those in the published Hart Community Strategy 2005-2016 'Planning the future of Hart together'. Each topic area will be the responsibility of a separate Community Topic Subgroup whose reponsibility will be to prepare a draft plan for their own topic.
