WORKSHEET S3: HEALTH AND PUBLIC SAFETY

 

TASK: to assess public health and community safety in the town and surrounding countryside

 

1: Introduction to the task

Residents of market towns and their surrounding countryside need access to adequate healthcare and emergency services including ambulances, police and fire services. Community safety is also an important consideration. Local authorities are required under the Crime and Disorder Act 1999 to produce a strategy for fighting crime. Audits of community safety issues including crime and the fear of crime may have been undertaken to inform these strategies.

 

Guidance on carrying out a fear of crime survey is given in Data Sources and Survey Methods Directory on the Market Towns Learning Network.

 

2: Getting the following information will help you assess the healthcare and emergency services provision for your town and surrounding countryside

 

Sub-section 1: Health and Social Care

S3 Q1

DOCTOR AND DENTIST PROVISION:

a. How many doctors and dentists surgeries are there?

b. How do these figures compare with Local Health Authority target levels and local needs?

c. Where are they located?

d. Will any future planned changes to service provision increase or decrease access to doctors and dentists?

e. What transport is there (either public, a suitable community transport scheme, or both) to surgeries from outlying areas?

ANSWER S3 Q1:

a. Doctors surgeries are Oaklands Medical Centre, Monteagle Surgery and Hartley Corner Surgery. The dentists are The Link, Mr Easby, Barnfield Dental Services and SA Shawkat.

c. Oaklands Medical Centre is in the centre of Yateley, Monteagle Surgery is located in the west and Hartley Corner is in Frogmore and Darby Green.

e. There is very little provision od public transport from the surrounding villages served by the surgeries and dentists. Access is mainly by private car. However local charities such as Yateley Neighbourcare provide a service.

a. Specialist and out patient clinics include Chiropody, Speech therapy, Dental clinic, Asthma clinic, Diabetes, Flu(Autumn only) Family planning,stop smoking clinic, ante natal,well man clinic and general health screening.

ANSWER S3 Q7: Answers supplier by Hart Disatrict Council Environmental Health:

 

A ). The background levels of noise and air quality do not exceed statutory limit values in Yateley.

 

B). National levels are not currently exceeded within Hart District.

Although there is an area of concern for Nitrogen Dioxide (NO2) levels on the A30 in Blackwater (vicarage Rd junction) This must be closely monitored with regard to potential exceedences. Rushmoor BC has an Air Quality Management Area Designated on junction 4A of the M3 adjacent to the Hart boundary.

CRIME:

a. What are the crime rates for the locality?

b. How do incidences of crime compare with regional and national rates?

c. Are incidences higher for specific types of crime (for example, shop theft, burglaries, personal assault, criminal damage, car theft, and theft from vehicles)?

d. Does geographical location play a part in this?

e. How will future policing strategies address these problems?

FEAR OF CRIME:

a. Is the fear of crime significantly worse than actual crime rates?

a. According to information from one of the Community Safety Wardens, fear of crime is worse than actual crime rates.

ANSWER S3 Q11:

According to one of the Community Safety Warden covering Yateley, anti social behaviour is lower than in other comparible areas. There are pockets of vandalism but little litter or graffiti. The vandalism mainly takes place at Pembroke Parade, Somerfield Car Park, Waitrose Car Park, Monteagle Open Space, Yateley Hall, Yateley School, Yateley Green and The Darby Green Centre. Although this is seen as a huge problem by many Yateley residents, in fact it is less than for other areas of Hart.

CRIME PREVENTION MEASURES:

a. Where crime prevention measures are in place?

ANSWER S3 Q12:

a. CCTV cameras are situated along the Reading Road through the centre of Yateley and at the Darby Green Community Centre. These are centrally operated by HDC. Privately owned CCTV operate at Aylesham Way shops, Monteagle Open Space, Yateley Town Council and many other commercial premises.

b. All areas would benefit from extra community policing and Neighourhood Watch Schemes. Specific areas, mentioned in the answer to question 11, would benefit from crime prevention measures.
